1. Capacity Fulfillment Failures and Planning
Occasionally, failures can occur during capacity allocation, configuration, or startup. Detecting and resolving these failures takes time and may not fulfill the requested capacity change. As a rough estimate, detecting and mitigating a failed capacity fulfillment action takes one lead - time period, and another lead - time period is needed for decision - making, planning, and a new fulfillment attempt.
Therefore, capacity decision and planning should manage capacity growth actions at least two normal lead - time intervals into the future. This provides sufficient time to detect, mitigate, and resolve occasional failures in the fulfillment process.
