Xilinx FPGA下载器（DLC9）的 [Labtoolstcl 44-494] 报错解决方法

在设备管理器里删除原有驱动，然后安装这个驱动（下载链接：https://download.youkuaiyun.com/download/tech06/15332381）。

可以解决 Xilinx FPGA下载器 VIVADO、XSDK 以下报错

1，报错如下：

[Labtoolstcl 44-494] There is no active target available for server at localhost.
 Targets(s) ", jsn1jsn2" may be locked by another hw_server.

2，报错如下：

Error while launching program: 
Could not find FPGA device on the board for connection 'Local'.

Troubleshooting hints:
1. Check whether board is connected to system properly.
1. In case of zynq board, check whether Digilent/Xilinx cable switch settings are correct.
