试过一种解决方法，不知道是不是通用的：

  1. Right click on your project and select properties
  2. From the displayed window, select Deployment Assembly
  3. Select Add
  4. Add Maven dependencies
  5. Click Apply and Click OK

查了明明有这个jar包，但是报这个错误的，其实就tomcat的缓存问题，在tomcat-webapp目录下，把项目删了，再运行就可以了
