mvn deploy出错：status: 409 Conflict

在使用mvn deploy 上传依赖时报错：

[ERROR] Failed to execute goal org.apache.maven.plugins:maven-deploy-plugin:2.7:deploy-file (default-cli) on project standalone-pom: Failed to deploy artifacts: Could not transfer artifact com.testportal.springboot:testportal:pom:1.0.0 from/to releases (http://maven.hlb.com.cn/releases): transfer failed for http://maven.hlb.com.cn/releases/com/testportal/springboot/testportal/1.0.0/testportal-1.0.0.pom, status: 409 Conflict -> [Help 1]

我执行的命令是：

mvn deploy:deploy-file -s settings.xml  -DgroupId=com.testportal.springboot -DartifactId=testportal -Dversion=1.0.0 -Dpackaging=pom -Dfile=testportal-1.0.0.pom -DrepositoryId=releases -Durl=http://maven.hlb.com.cn/releases

pom 文件：

    ....

原因是：pom文件中的groupId和mvn deploy命令中的DartifactId参数不一样，导致冲突（报错409 Conflict 也是让人疑惑：是不是和仓库中的依赖冲突）。
