新任大臣Jim Hacker决心推行信息公开，挑战官僚体制。然而，他遭遇了 Permanent Secretary Humphrey Appleby 的暗中阻挠。Humphrey泄露了一项购买美国计算机配件的敏感信息，引发政治危机，显示出信息掌握在手，即握有权力。

summary：

That story starts with Jim Hacker, after many years a Shadow Minister, he can gat a post in the new Government this time. After a suspiciously long wait for the call, Hacker was asked by the PM(Prime Minister) to take over the Department of Administrative Affairs. Beside the Hacker, the main character are Bernard Woolley who is the Private Secretary and Humphrey Appleby who is the Permanent Secretary. Both of them are civil services. Not like them, Jim is a politician. Let me put this real simple——this is a political satire comedy.

Hacker want to be a new broom, offering a clean sweep of the old bureaucratic machine, he want to have more Open Government which was an election pledge attracting voters. Humphrey and Bernard were wholeheartedly in favour of this idea. However, Humphrey actually thwarted him in the dark.
