python: Could not find a version that satisfies the requirement cycler＞=0.10 (from matplotlib)

安装matplotlib时，报错：
Could not find a version that satisfies the requirement cycler>=0.10 (from matplotlib)

安装pygame成功了，安装matplotlib却失败了，这是网络原因造成的，当时我开了vpn，所以一直报这种错，把vpn关掉后竟然安装成功了。

网上也有人说是网速造成的，可以考虑换个网络或镜像源。
