• 永久更换：

windows
添加了配置文件C:\Users\Administrator\AppData\Roaming\pip\pip.ini文件
pip install pip -U
pip config set global.index-url https://pypi.tuna.tsinghua.edu.cn/simple

linux
添加配置文件：~/.pip/pip.conf
内容：
	[global]                                                                    
	index-url = http://pypi.tuna.tsinghua.edu.cn/simple/
	trusted-host = pypi.tuna.tsinghua.edu.cn
