安装完FileZilla Server 运行后报错 Could not load TLS libraries. Aborting start of administration interface.报错是因为操作系统缺少Windows的补丁KB2533623。
解决方法从微软官方网站下载并安装KB2533623修补程序 https://support.microsoft.com/zh-cn/help/2533623/microsoft-security-advisory-insecure-library-loading-could-allow-remote-code-execution

注意选择对应操作系统的版本，版本不符无法安装

或者使用旧版FileZila Server，比如支持Windows 2003/XP的FileZilla Server 0.9.43
