apt-key 等实际上并不是直接使用 /etc/apt/apt.conf 配置文件，而是每次执行操作的时候将配置文件复制到临时文件夹下（以做一些修改等）。虽然 apt-get 需要 Root 权限才能执行，但执行过程中的子任务，例如调用 apt-key 时，是交给 _apt 这一用户完成的。所以实际上问题很简单，既是目录对 _apt 用户缺少了权限，因此无法创建临时的 apt.conf 文件。无法创建配置文件 /tmp/apt.conf.KSeTlI 并传递给 apt-key。
