jenkins构建maven项目报错global.repo.snapshots.url

在顶层pom文件中缺少global.repo.snapshots.url 参数，配置上参数就好了，暂时还没有找到使用global.repo.snapshots.url的pom文件，没太搞懂。

猜测是本身项目框架的要求。
