TOPIC: ARGUMENT20 - The following appeared in a letter to the editor of the Balmer Island Gazette.
"The population of Balmer Island increases to 100,000 duing the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season. By limiting the number of rentals, the town council is sure to attain the 50 percent reduction in moped accidents that was achieved last year in the neighboring island of Torseau, when Torseau's town council enforced similar limits on moped rentals."

This argument intends to make us believe that it's a good choice to decrease the number of accidents involving mopeds and pedestrains by limiting the number of mopeds rented.To make it persuasive,the author mentioned the successful experience in the neighboring island of Torseau.However,in my perspective,these reasons are not persuasive enought for the conclusion.
To begin with,no evidence indicates that most of the mopeds are rented.It is possible that most people on Balmer Island perfer to owning one than renting one since they are used to them and enjoy them a lot.In that case,limiting the rental of mopeds will not work for the reduction of number of related accidents.On contrary,it will urge people to buy their own mopeds since the renting service is unable to satisfy their demands.
Assuming that most people 's mopeds are rented,the author didn't show much evidence that most people rent mopeds from the island's six moped and bicycle companies.Perhaps,some hotels provide such service and most people rent their mopeds there.In that case, just reduce the six rental company from 50 per day to 30 per day will have little evidence.
Even the six companies monopolied the moped renting business,we 're not sure that most of the accidents happend in summer.If the Island is in North part of the earth,the night comes early in winter.There may be a increase in traffic accident in winter because things become blured in a longer time.The restriction to the six companies for moped renting in summer have nothing to do with dealing with the accidents.
Finally, the successful example of the neighboring island of Torseau the author cited,doesn't give strong support for the conclusion.The success in Torseau may not be a result of similar limits on moped rentals.Perhaps the government there have a restriction in number of visitors which decreased the people using mopeds on road.And also,this example happened last year and last year's climate in Torseau is great and thus reduced the chances for accidents.
In sum,the argument is unable to give us a good persuation since some crucial information is omited by the author.To better support the conclusion,we need to know the percentage of renting in all moped users.We also need to know the exact provider of moped in Balmer.To make the Torseau's example more believable,more detailed conditions should be considered and a comparation between Balmer and its neighbouring is needed.
