On a Windows 7 system, you can not export a server certificate from IE 8 if you don't have the admin permission. The "Copy to File..." button is grayed out on the certificate "Details" tab as shown in the picture below.

If you do have the permission, you can click "Copy to File..." button to export the server certificate to a certificate file.
Moreover:
On a Win 7, If you are adminstrator, you can run IE as adminstrator, then the "Copy to File..." button will be enabled.
