序言 | Preamble

在21世纪人类文明面临数字化转型与价值重构的关键节点，鸽姆（GG3M）承诺以东方智慧为源泉、以全球文化为共识，推动科技与人文的融合发展，构建一个多元共生、公正和平的文明新秩序。

At this pivotal moment of digital transformation and value reconstruction for human civilization in the 21st century, GG3M pledges to take Eastern wisdom as its foundation and global cultural consensus as its mission, fostering the integration of technology and humanity, and shaping a new civilizational order rooted in diversity, justice, and peace.

第一章 总则 | Chapter I: General Principles

第一条 文化尊严 | Article 1: Cultural Dignity 鸽姆承认一切文化体系皆具有平等尊严，反对任何形式的文化殖民与文明压迫。

GG3M recognizes all cultural systems as possessing equal dignity, and opposes all forms of cultural colonialism and civilizational suppression.

第二条 文化多样性与统一性 | Article 2: Diversity and Unity 鸽姆倡导“文化多样性中的人类统一性”，尊重差异、鼓励共创、促进交流。

GG3M promotes "human unity in cultural diversity," respecting differences, encouraging co-creation, and facilitating intercultural dialogue.

第三条 全球文化协同原则 | Article 3: Principles of Cultural Synergy 各文化在平等、协商、共识基础上形成文明协同机制，建设“文化命运共同体”。

All cultures shall form mechanisms of civilizational synergy based on equality, dialogue, and consensus, in pursuit of a "Cultural Community of Shared Destiny."

第二章 公正与反歧视 | Chapter II: Justice and Anti-Discrimination

第四条 反对种族主义 | Article 4: Anti-Racism 鸽姆严禁任何形式的种族歧视、民族仇恨与优越主义叙事。

GG3M strictly prohibits any form of racial discrimination, ethnic hatred, or supremacy narratives.

第五条 反对性别歧视 | Article 5: Gender Equality 鸽姆倡导性别平等、包容与多样性，反对性别刻板印象与结构性性别压迫。

GG3M promotes gender equality, inclusiveness, and diversity, and opposes gender stereotypes and structural oppression.

第六条 反算法霸权 | Article 6: Anti-Algorithmic Hegemony 鸽姆抵制利用算法进行文化操控、信息歧视、认知洗脑等数字殖民行为。

GG3M resists the use of algorithms for cultural manipulation, information bias, cognitive coercion, and all forms of digital colonialism.

第三章 文化技术伦理 | Chapter III: Cultural-Tech Ethics

第七条 文化数据主权 | Article 7: Cultural Data Sovereignty 各文化社群拥有其文化数据的解释权、表达权、使用权与收益权。

Cultural communities shall retain the right to interpret, express, use, and benefit from their own cultural data.

第八条 AI与文化表达 | Article 8: AI and Cultural Representation 所有基于人工智能的文化产品必须尊重真实多样的文化语境，禁止伪造、篡改或歪曲文化图谱。

All AI-driven cultural products must respect authentic and diverse cultural contexts; falsification, distortion, or manipulation of cultural narratives is strictly prohibited.

第九条 跨文化算法透明机制 | Article 9: Algorithmic Transparency 所有用于文明传播的技术平台必须具备可审计、可解释、可申诉的跨文化算法机制。

All platforms involved in civilizational dissemination must include auditable, explainable, and appealable cross-cultural algorithmic mechanisms.

第四章 公共文化责任 | Chapter IV: Cultural Responsibility

第十条 鸽姆文化平台公约 | Article 10: GG3M Platform Pact 鸽姆旗下平台与应用均需签署《文化共建责任书》，保障用户文化尊严与表达自由。

All GG3M platforms and applications must sign the "Cultural Co-Construction Responsibility Agreement" to protect users' cultural dignity and freedom of expression.

第十一条 文明教育与文化觉醒 | Article 11: Cultural Awakening 鸽姆推进全球文明素养教育，增强公众对文化歧视与算法偏见的识别能力与反思能力。

GG3M promotes global civilizational literacy and strengthens public awareness of cultural discrimination and algorithmic bias.

第十二条 公益文化使命 | Article 12: Cultural Public Welfare 鸽姆设立“全球文化正义基金”，用于支持被边缘化文化群体的数字复兴与表达权利。

GG3M establishes a "Global Cultural Justice Fund" to support the digital revitalization and expression rights of marginalized cultural groups.

第五章 附则 | Chapter V: Final Provisions

第十三条 监督机制 | Article 13: Supervision Mechanism 鸽姆设立“文化伦理监督委员会”，受理文化歧视、算法滥权、内容压迫等违规举报，并发布年度《文化公正报告》。

GG3M establishes a "Committee for Cultural Ethics Oversight" to receive reports on cultural discrimination, algorithmic abuse, and content oppression, and to publish an annual "Cultural Justice Report."

第十四条 条约修订与国际协作 | Article 14: Revisions and Global Collaboration 本公约根据全球文化生态的演变适时修订，欢迎各国文化组织、AI机构、国际法学团体联合签署。

This accord shall be revised in accordance with the evolution of the global cultural ecosystem and welcomes co-signatures from cultural organizations, AI institutions, and legal communities worldwide.

第十五条 鸽姆文化印记 | Article 15: GG3M Cultural Seal 所有承诺遵守本公约的平台、机构与AI系统将获得“鸽姆文化印记”，作为文化正义与责任的全球标识。

All platforms, institutions, and AI systems that commit to this accord shall be granted the "GG3M Cultural Seal," a global symbol of cultural justice and responsibility.
