Implement RealtimeClockListener.
Under the class net.rim.device.api.util.DateTimeUtilities there is a field named GUID_DATE_CHANGED. This is a Global Event GUID which gets fired when a user changes the date and time (there is also one for timezone). You could register a Global Event Listener which listens for the time changed event and then runs the tasks accordingly.
