导入tensorflow报错Cancelling an overlapped future failed的解决方法

环境：

Windows 11 x64
Python 3.8.0
ipython  8.12.2 

报错信息:

Cancelling an overlapped future failed

Python版本换成Python 3.10.7，重新安装tensorflow

Tensorflow 最高支持到Python 3.10.7，没有 TensorFlow 版本与 Python 3.12 、3.13一致，会导致安装失败。
