If your OS is Window Server 2003 with the IE Enhanced Security Configuration installed,
you will not be able to discuss on a document, even if you are using Office 2003.
The solution is simple:
(1) Open Control Panel
(2) Add/Remove Programs
(3) Choose Windows Components
(4) Clear the Internet Explorer Enhanced Security Configuration
(5) Click the Next and then Finish buttons.
