Key changes that took place in Polish legal system in recent years and came into force in 2016 raised in front of regional and local authorities brand new opportunities. It allowed to apply in self-government entities solutions that until now have been used in business only. Establishing and developing local government shared services centres (SSCs) itself is a whole new way of doing things, mainly in management and organizational fields, and can be observed among others in Poland. Hence, if one weighs up implementing technology of Blockchain and durable media in local government shared services centres, it becomes clear, that this solution is an example of exceptionally innovative approach not only in Polish circumstances, but in world-wide dimension as well. The author is verifying and evaluating effectiveness of management of public sector institutions which applied Blockchain technology. The article is based not only on available literature of subject, but additionally it analyzes empirical case as well. The purpose of this paper is to answer the question why the establishment of "learning organisations" must be a central element of knowledge management – especially in enterprises and institutions operating in environment where ensuring the highest level of quality and safety is a parameter of key importance in competition process.
