装torch遇到pip版本问题

我又又又又引文pip版本出问题了！给新电脑上装torch遇到pip版本问题了，已经不是我第一次遇到了，由于太常遇到了，虽然很好解决，但是还是记录一下！

1、更新pip版本到21.3.1

安装torch时提示：Try to run this command from the system terminal. Make sure that you use the correct version of ‘pip’ installed for your Python interpreter located at 'C:\xxxxx‘
