A study of the effects of French war policy during W.W.I. The pacification stage was just nearing its end by 1914 and a number of incidents occurred up to 1916. A decree of 1914 on war economy allowed the use of compulsory labour recruitment for private as well as public employers. The authoritarian policy of Governor Angoulvant, despite a number of failures, did result in a real development of the economy which benefited mainly but not solely the White settlers. By the end of the war there was a distinct feeling of resentment among the African populace.
