Is that means both Office and Windows are fresh installed, and right after that, you still get the problem?

Please try to change the default printer to any another one(e.g. the Microsoft XPS Document Writer) if you have a default printer.

Please try to run a clean boot to check if this issue will still persist.

If this issue persists in the clean boot, please provide the detail steps to reproduce the issue, and I'll try to reproduce it on my test environment.
