在服务器上运行cms报the application failed to initialize properly 0xc0000142，

It gives an error when laptop starts up says some scripts cannot be executed. And 'cmd' doesn't even work in 'Start' -> 'Run'. It showed bellow error: cmd.exe - Application Error
The application failed to initialize properly
(0xc0000142). Click on OK to terminate the application. Googled but no helpful tips. I am using a ghost image to initialize the laptop (Thinkpad T61) for Windows XP. And I find if I changed the 'Language for non-unicode programes' to 'Danish', the 'cmd' will be failed to start, nor the 'Access connections' from Think Vantage. If the 'non-unicode' is changed to 'English' or 'Chinese', then the problem disappears. So there must be something behind the 'cmd.exe' and needs the support from the non-unicoding.
