在每个阶段的软件开发过程中，必须设定优先级，包括确定目标受众、需求、目标、所需行动及每日或每周要完成的小任务。目标指导我们的行动，而行动帮助我们实现目标。在决定当前最重要的是什么时，我们需要先问自己为什么要做这件事。

Priorities must be set in every phrase of program development including: identifying target audiences, delineating needs, specifying goals, determining needed actions and following through with them, and even selecting the very small tasks to be done daily or weekly to accomplish them.
Actions help us achieve goals
It's not only deciding what to do(what’s most valuable and important), but what to do first(what’s most important now), and how much time to give to it.
We must take the consequences of our action into account as we set priorities so we can make judgments about what we do in the present.
Goals are where we hope to get; actions are how we get there.
Our goals give directions to our actions
When we try to decide what’s most important now, we must first ask why we’re doing it.
