The inability to specify inline script actions was a bug that was fixed in one of the latest drops of WiX (I think). The correct way to author your request is:

<CustomAction Id='UpdateConfig' Script='vbscript' Return='check'>My inline VBScript</CustomAction>

Also note that script is not a robust solution for installations. If you plan to ship the MSI to your customers, I highly suggest not using script in your package.
