Start Delphi 2007 SP3

Error message:
"The procedure entry point @Dbxdynalink@initialization$qqrv could not be  located in the dynamic link library DbxCommonDriver100.bpl"
Click OK
My package cannot be installed. Install next time ?
Click Yes

The same error message appears when I try to enable the design package under Component: Install packages...
"Then I get the message: Can't load package ...

The specified procedure could not be found."

solution:I copied it from SYSTEM32 and everything worked fine.
