背景
当前县志捐赠与借阅管理场景中，文物局、档案馆及公众面临诸多痛点：县志捐赠依赖线下对接，捐赠人需携带实物到指定地点，流程繁琐且捐赠信息（如捐赠人信息、县志版本、年代）靠人工登记，易出现错记、漏记，后续难以追溯捐赠来源；县志借阅需现场查询纸质目录，无法提前了解县志是否在馆，借阅登记、续借、归还均需线下办理，耗时费力，且管理员难以及时跟踪逾期未还的县志；县志资源缺乏数字化管理，珍贵版本的保存状态、破损情况无详细记录，难以进行针对性保护，同时公众无法在线预览县志内容，限制了县志文化价值的传播；管理员需手动统计捐赠数据、借阅记录，生成报表耗时且易出错，无法精准掌握县志资源的流转情况与利用效率。
基于 Python+Django 开发县志捐赠与借阅信息管理系统，能有效破解上述问题。Python 拥有强大的数据分析与处理能力（如 Pandas 用于统计捐赠、借阅数据，OpenCV 用于县志封面及内页的数字化采集），可实现县志资源的数字化管理；Django 框架具备完善的用户权限管理、表单验证及后台管理模块，能快速搭建多角色（捐赠人、借阅人、管理员）操作界面，且支持与档案馆现有数据库对接，保障数据安全与互通。
系统核心功能围绕 “捐赠管理 - 借阅服务 - 资源保护 - 数据统计” 构建闭环：捐赠管理模块支持捐赠人在线填写捐赠信息（含县志名称、年代、版本、捐赠人联系方式），上传县志实物照片，管理员在线审核后生成捐赠凭证并通知捐赠人，同时自动记录捐赠信息至数据库，形成完整捐赠档案；借阅服务模块提供县志在线检索功能（按年代、地域、内容分类），借阅人可查询县志在馆状态并提交线上借阅申请，管理员审核通过后，借阅人可选择线下取件或申请数字化副本（珍贵版本仅提供数字化借阅），系统自动提醒归还时间，支持在线续借，逾期未还将发送预警通知；资源保护模块支持管理员上传县志数字化扫描件，记录每本县志的保存状态、修复记录，设置珍贵版本的借阅权限（如仅允许特定研究人员借阅），防止过度使用造成损坏；数据统计模块自动生成捐赠数据报表（如年度捐赠数量、捐赠来源分布）、借阅数据报表（如热门县志借阅排行、借阅率统计），为管理员优化资源管理策略提供数据支撑。此外，系统还设置县志文化展示板块，在线展示部分开放县志的数字化内容，助力县志文化的传播与传承。最终通过系统化管理，解决县志捐赠与借阅流程低效、资源管理混乱的问题，提升县志资源的利用效率与保护水平。
