jacob组卷word转html 编码问题

由于word编码格式中文默认为gb312，另存为html时编码也为gb2312 ，与服务器以utf8编码读取冲突；
解决方法：
// 设置编码 65001----utf-8
Dispatch option = Dispatch.get(this.document, "WebOptions").toDispatch();
Dispatch.put(option, "Encoding", 65001);
// 接受修订
Dispatch.call(this.document, "AcceptAllRevisions");
