本周尝试使用Conformal ECO工具为一个网表生成ECO时遇到问题，工具无法进行tie cell插入，原因是lib文件中tie cell输出引脚未定义功能。通过补充定义后，问题得以解决。
This week I try to generate ECO for one netlist with conformal ECO tool.
But the conformal ECO tool keep complain that he fail in tiecell insertion, because he can not find tie cell
I check the lib file, and find that tie cell have no function defined on its output pin.
I add that back, and every thing is OK
