1. 设置默认仓库(Linux)
   vi ~/.pip/pip.conf

[global]
index-url = https://mirrors.aliyun.com/pypi/simple/   #阿里云仓库
#index-url = https://pypi.tuna.tsinghua.edu.cn/simple  #清华仓库
#index-url = https://pypi.mirrors.ustc.edu.cn/simple/  #中科大
#index-url = https://pypi.python.org/simple  #官方仓库

1. 设置默认仓库(Windows)
   C:\Users<用户名>\pip\pip.ini :

[global]
index-url = http://mirrors.aliyun.com/pypi/simple/
[install]
trusted-host=mirrors.aliyun.com

另外还可以在pip3命令中临时设置:

pip3 install -i https://mirrors.aliyun.com/pypi/simple/ numpy

3. 安装pip
   如果没有pip, 则可以：

$ python -m ensurepip --upgrade
