解决方案

conda update --all
conda remove wrapt
pip install -i https://pypi.douban.com/simple --upgrade tensorflow==2.0.0-beta1
# 版本比较低的系统安装1.5.0以及以下的，命令如下：
pip install -i https://pypi.douban.com/simple tensorflow==1.5.0
