OWB中打开Control Center的时候报错：
RTC-5260:Fail to connect to Control Center,Please check you hava provided the correct Host,user,password and Service Name.
RTC-5301:The Control Center Service is not currently available
从字面可以看看出，是启动OWB的control center service。 可以在安装目录的administrator中去启动。
其中需要输入oc4jadmin的密码，一般默认为这个
先启动这个，提示Available
然后进入到Control Center页签，输入OWB的密码，可自己用sysdba去修改。这里默认使用OWBSYS，然后host(跟监听相同，建议不要使用localhost),然后启动。
