        找到帮助日益增多的无家可归者的方法变得越来越困难。即使无家可归者设法找到了收容所 —— 能够为他们提供一日三餐和晚上睡觉的地方,还是会有许多人每天大部分时间都在街头流浪。部分问题在于,许多无家可归的成年人都酗酒或吸毒成瘾。而且,相当多的无家可归者患有严重的精神疾病。还有许多人虽然不酗酒、不吸毒,也没有精神疾病,但就是缺乏改善自己生活现状所需的日常生存技能。《波士顿环球报》记者克里斯・雷迪认为,只有通过全面的规划来解决这些无家可归者的各种需求,这种局面才有可能得到改善。正如马萨诸塞州本特利学院社区服务部主任爱德华・兹洛特科夫斯基所说:“各种规划必须协调运行。我们需要的是一揽子计划。”
