在JDBCUtils初始化过程中会有一个初始化锁,,初始化类当前线程必须先获得这个锁;

最先static final name;//尚未被初始化

在Propertie初始化和加载load(in)中可能出现异常,抛出或者打印异常后续部分仍会执行;

当执行到name=properties.getProperty("")的时候,properties不确定是否是初始化或者加载完成状态,当出错时抛出异常,释放初始化锁;否则导致锁死,编译无法通过,会提示:
