The currently solution is not elastic IP or put the EC2 instance into public subnet. I just need to create one Load Balancers to that EC2 instance. It is said that it will only cost 1$ per month.
Click [Load Balancers] —> [Create Load Balancer]
Follow the steps and create that ELB
