该博客介绍为安徽发改委需求设计的电力权限管理系统，系统分省级、区级和专家级三个独立又相关的子系统，区级系统用于填写申请表并提交。系统用Delphi7开发，数据库用Access。设计采用基于角色的访问控制，结合网络发展，此模式开发前景良好。

This Electric Permission Management System is designed for the demand of the Anhui Development and Reform Commission. As requested the whole system is divided into three systems, which are distinct independent but also related. They are province level system, district level system and expert level system. The district level system is developed to fill applying forms，and submit them to the higher level department .The whole system is developed by Delphi7 as the demand of the task, and the Database is developed by Access.

The reason of the main train of design thought is as the followings:

Role-Based Access Control (RBAC) is supported directly or indirectly by a number of products， so it brings about the produce program very easily. Compared with the C++ libraries in Windows, Delphi was and still is the best combination of object-oriented programming and visual programming not only for this Windows operating system but also for Linux and for the .NET operating system in the future.

With the fast development of network, and the extensive using of MIS, the exploit of this pattern of object has a good vista.
