action-validation.xml中问题如下：

这个是是版本不一致的问题，换成<!DOCTYPE validators PUBLIC "-//Apache Struts//XWork Validator 1.0.2//EN" 
  "http://struts.apache.org/dtds/xwork-validator-1.0.2.dtd"> 即可
