spring-servlet.xml 无法引用<mvc:resources />标签

 在spring-servlet.xml 中使用<mvc:resources/> 标签的时候，发现无法引用，在网上查到了很多解决办法都无功而返。 最后实在没有办法就copy了一份别人的拿来用。 我对比了一下，发现两个文件的区别如下：
