访问的 http://10.185.3.5:9003/xajgyl 的时候，出现了上述错误。

这个是因为Weblogic与Tomcat存在差异导致的理解错误。

WEBLOGIC需要将访问地址设置到更末一级，例如http://10.185.3.5:9003/xajgyl/l.jsp 就可以避免上面的Error 403--Forbidden错误。
