Description 
The jira.home directory 'F:\JIRA_HOME' is already locked. Please see the JIRA documentation for more information on locked jira.home directories. 
 

删除jira.home下的.jira_lock文件，这是一个隐藏文件。重启就好了

 

jira.home在哪？

在以下的文件中配置的

atlassian-jira-enterprise-4.0.2-standalone\atlassian-jira\WEB-INF\classes\jira-application.properties

 

jira.home 随便指定一个目录就可以了，不存在会自动进行创建的

如：
jira.home=/usr/local/jira/data

或
jira.home=F:\JIRA_HOME

 

在关闭tomcat时不要关闭命令窗口，用shutdown.bat关闭
