that looks like what was happening to me when i installed eclipse on ubuntu via "apt-get install eclipse"

my problem was that the package, once installed, did not include the eclipse update sites in the installation, so eclipse couldn't get additional packages that are needed...

try checking for the following sites in (eclispe) Help -> "install new software..."
