Is it to provide an easier means for the receiver to achieve the sync w/ the command first? On top of that, the receiver will be able to further achieve the bit sync at the nominal transferring rate? If so, it seems a universal rule that everything should be done in an order of easy first, hard later. Otherwise, we would more likely waste money&time rather than save them.
