Window7 旗舰版 Service pack1 安装python环境提示无法定位程序输入点

由于项目需要，在本机安装Python环境进行脚本开发调试，但是在官网下载安装包安装成功后，打开运行IDLE (Python 3.5 64-bit)时弹窗提示：
无法定位程序输入点ucrtbase.terminate于动态链接库api-ms-win-crt-runtime-|1-1-0.dll。

网上解决方法

网上众说纷纭，但是大部分的问题解决方法都是安装一下VC2015Redistributable就可以了。

这些情况可能可以解决一部分朋友的问题，但是我按照网上的方法尝试，下载并安装vc_redist.x64.exe。
但是安装vc_redist.x64.exe过程中出现错误，重装几次都是错误，安装卡在windows7-MSU-x64无法继续，或者出现安装提示：
   Microsoft visual c++ 2015 RC Redistributable (X64) 安装失败 0x80070652 正在进行另外一个安装操作。
