Question 1(a) – 6 Marks

Building surveyors/certifiers have traditionally relied on regulations to improve safety in buildings. Are regulations on their own sufficient? If not, why is this so? Provide examples to support your claims.

Question 1(b) – 12 Marks

What are the main regulatory requirements that Australian jurisdictions have introduced to improve swimming pool safety? Briefly outline programmes that organisations have implemented to heighten awareness of the hazards and mitigate swimming pool risks. Have these initiatives been successful? What additional improvements are needed? Your answer must include relevant evidence to support your claims.

Question 1(c) – 12 Marks

Fire safety measures must be regularly maintained so that they are capable of performing as expected in an emergency. Detail the evidence that demonstrates that regular maintenance improves the reliability of these measures. Identify who is responsible for their maintenance and discuss the reasons why this arrangement does or does not work. What main elements should be included in a fire safety maintenance programme?
