grid spread and mass allocate

mass allocate feature need special provision: planningApps->app->mass allocation.

those are different from put sum value in quarter or year, the data spread

 in period dimension is decided by timeBalance property of the account member.

for example, if "last", then update on Q1 only update Mar; but if it's "fill", then all
