Workaround:
Give the OS User or User group write access to the keyview.ini file.

I had this problem immediately after enabling the High Contrast option in the display settings, and changing back did not fix it but switching off nwiz.exe item (NVIDIA Desktop Manager) did.

I had this problem with 8.5.3 version. I tried to upgrade to version 9.0.0, but without success.
I found that nlnotes.exe process creates a lot of USER objects, even without logging to Notes. You can observe this with windows task manager (Processes tab with selected "USER Objects" column in View menu). After reaching 10000 USER objects (default value for windows 7) Notes hangs. I noticed also that in safe mode count of "USER Objects" for this process doesn't grow. My next step was deactivating startup programs in msconfig (Startup tab). Solution to the problem was switching off nwiz.exe item (NVIDIA Desktop Manager)...

deleting the workspace folder resolved the issue, doing this seems to fix a lot of issues with the new version!
