URLDecoder失败

System.out.println(URLDecoder.decode("%u82CF%u5DDE", "UTF-8"));

%u82CF%u5DDE 是从前台传递过来的参数, 以上语句在执行的时候,控制台报错

在网上直接找到了一个工具类,能实现 Javascript中escape()及unescape()式的编解码,源代码如下:
