1.设置setting文件

alimaven aliyun maven http://maven.aliyun.com/nexus/content/repositories/central/ central junit junit Address/ http://jcenter.bintray.com/ central

2.添加证书

-Dmaven.wagon.http.ssl.insecure=true -Dmaven.wagon.http.ssl.allowall=true

2.重启后加载就完事

后来换成3.9.3也是同样问题，maven各种配置没问题，包括setting文件几个需要配置的地方都进行了相应的配置，jdk也没问题，换了几个版本还是报错， 最后直接把maven版本换成3.8.3就解决了，可能是镜像还不支持最近的新版本解决！下载的maven版本是官网上最新的3.9.9，然后一直报这个错误。
