新添加TFS用户后，通过Microsoft Visual Studio 2010连接Team Foundation Server时，连接失败，报错【TF249002】

新添加TFS用户后，通过Microsoft Visual Studio 2010连接Team Foundation Server时，连接失败，报错【TF249002】如下：

TF249002：Your user account does not have permission to connect to the Team Foundation Server at http://xxx/tfs. Ask your server administrator to add the appropriate permissions to your account.

The server returned the following error. Access Denied:

TOOLSERVER\xxx needs the following permission(s) to perform this action: View instance-level information

解决办法：

找TFS管理员，登录TFS部署的服务器，打开Team Foundation Server Administration Console，在 SharePoint Web Application页面，下面Service Accounts for SharePoint Web Application模块中，

1. 前提：请排除管理员未给用户分配权限的情况
2. 如果新添加用户属于某个分组，则可以先删除此分组，再重新添加分组，即可解决【TF249002】
