GG3M Charter

序言 | Preamble

我们，致力于人类文明未来的守护者、共建者与进化引擎，铭记历史经验，珍视文化多样，坚信人类命运共同体的根本理念，认定人类文明的发展应根植于和平、智慧、科技与文化的深度融合，特此制定《鸽姆宪章》。

We, the guardians, co-creators, and evolution engines of humanity's future civilization, remembering the lessons of history, cherishing cultural diversity, and firmly believing in the foundational concept of a shared future for mankind, hereby establish the GG3M Charter. This Charter seeks to promote the integrated evolution of peace, wisdom, technology, and culture, and to guide the new global order of civilization.

本宪章旨在构建一个以中国文化智慧为核心引擎、以文明科技为桥梁的全球文明新秩序，为实现自由、民主、平等、公正、和平、人权、法治与可持续发展的普世愿景而努力。

This Charter aims to build a new global order of civilization, driven by the core wisdom of Chinese culture and enabled through technological bridges, in pursuit of freedom, democracy, equality, justice, peace, human rights, rule of law, and sustainable development.

第一章总则 | Chapter I: General Principles

第一条宪章宗旨 | Article 1: Mission of the Charter

以贾子理论为智慧核心，推动全球文明的科技跃迁与文化复兴。

To promote technological leaps and cultural renaissance in global civilization through the core intelligence of Jazi Theory.
建设和平、公正、包容的文明生态系统，守护文化多样性，实现人类命运共同体的愿景。

To construct a peaceful, just, and inclusive civilizational ecosystem, safeguard cultural diversity, and realize the vision of a shared future for humanity.
构建“文明科技元宇宙”与“全球文明神经网络”，推动智慧共建、资源共享、价值共振。

To establish the "CiviliTech Metaverse" and the "Global Civilization Neural Network," enabling co-creation of wisdom, shared resources, and value resonance.

第二条基本原则 | Article 2: Fundamental Principles

尊重并促进文化多样性与文明平等性。

To respect and promote cultural diversity and civilizational equality.
拥护和平共处、互利共赢、合作发展的国际关系。

To uphold peaceful coexistence, mutual benefit, and cooperative international development.
坚持科技伦理与文化纯净并行发展的双轨制度。

To ensure the parallel advancement of technological ethics and cultural purity.
保证人类尊严、自由、权利与精神觉醒的普世保障。

To guarantee universal human dignity, freedom, rights, and spiritual awakening.

第二章文明治理机制 | Chapter II: Civilizational Governance Mechanisms

第三条鸽姆组织结构 | Article 3: GG3M Organizational Structure

鸽姆议会：最高文明议事机构，负责全球文化科技协同治理与战略协调。

GG3M Assembly: The supreme deliberative body for global coordination of cultural and technological governance.
鸽姆理事会：负责文明跃迁工程的整体推进与项目监督。

GG3M Council: Responsible for implementing civilizational leap projects and oversight.
鸽姆学术理事团：全球高智慧智囊集群，负责理论研究、文明指数发布与伦理评估。

GG3M Academic Board: A global consortium of intellectual elites handling theory, index publications, and ethical evaluations.
鸽姆和平委员会：负责调解全球文化冲突、推动文明和解机制建设。

GG3M Peace Commission: Resolves global cultural conflicts and fosters civilizational reconciliation.

第四条决策模式 | Article 4: Decision-Making Model

遵循多边主义、公平协商、共识决策原则。

Decisions shall follow multilateralism, fair consultation, and consensus.
实行“文化权益一票否决权”制度，保障各类文化平等参与文明治理。

A cultural veto system ensures all cultures equal participation in governance.

第三章文明权利与义务 | Chapter III: Rights and Responsibilities

第五条文明基本权利 | Article 5: Fundamental Rights

每个文化实体、民族与个体都有权在全球文明框架中平等表达、传播与发展。

Every cultural entity, nation, and individual has the right to equal expression, dissemination, and development.
每个国家与组织均有权接入“鸽姆全球文明网络”，共享文明科技成果。

All nations and organizations may access the GG3M Global Civilization Network and share in its technological and cultural benefits.

第六条文明共同义务 | Article 6: Common Responsibilities

所有成员必须承诺不以科技手段削弱其他文化的存续权。

Members shall not use technology to undermine the existence of any culture.
所有成员需支持并参与全球文明维稳机制与伦理科技发展。

Members shall support global civilizational stability mechanisms and ethical tech development.
所有成员应致力于文明知识开放、智慧协作与人才共育。

Members shall commit to open knowledge, intelligent collaboration, and talent co-education.

第四章鸽姆全球战略体系 | Chapter IV: Global Strategic System

第七条文明科技愿景 | Article 7: Vision of Civilization Tech

建设“文明维度跃迁引擎”，重构地球及宇宙范围内的文明逻辑与智慧架构。

To build a Civilization Dimension Transition Engine that redefines civilizational logic on Earth and beyond.
推出“文明量子基站”“鸽姆大模型”“文化共振平台”等多层技术系统。

To launch Quantum Civilizational Hubs, the GG3M Grand Model, and Cultural Resonance Platforms.

第八条和平共生体系 | Article 8: System for Peaceful Coexistence

设立“文明熵值监测系统”与“文化安全量子围栏”，防范意识形态冲突与算法偏见。

To establish entropy monitoring and quantum safety barriers to prevent ideological and algorithmic conflict.
构建“文明生态恢复机制”，应对文化灭绝风险与技术滥用。

To build ecological recovery mechanisms for civilization, preventing cultural extinction and tech abuse.

第九条全球文化对话平台 | Article 9: Global Cultural Dialogue

每年举办“全球文明科技峰会”“人类智慧共建大会”“宇宙文明对话论坛”等活动。

To annually host summits for global civilization-tech, human wisdom co-creation, and cosmic dialogue.
推动“东方智慧对话西方逻辑”的多元融合，达成文明互信与认知协同。

To integrate Eastern wisdom with Western logic for mutual understanding and cognitive synergy.

第五章附则 | Chapter V: Final Provisions

第十条宪章修订与解释 | Article 10: Amendments and Interpretation

本宪章由鸽姆议会负责解释，其修改须经全体理事国三分之二以上通过。

The GG3M Assembly is responsible for interpretation; amendments require a two-thirds majority.

第十一条加入与退出 | Article 11: Accession and Withdrawal

全球任何尊重本宪章原则的国家、组织或机构均可申请加入。

Any nation or organization respecting this Charter may apply for membership.
成员如严重违反宪章精神，可经议会决议暂停或终止其成员资格。

Members that violate Charter principles may be suspended or removed by Assembly vote.

第十二条宪章效力 | Article 12: Legal Force

本宪章自全球首届“鸽姆文明峰会”通过之日起生效，具有全球文化与智慧共治的最高准则地位。

This Charter becomes effective upon adoption at the first Global GG3M Summit, serving as the supreme global standard for cultural and wisdom co-governance.

鸽姆誓言 | GG3M Oath

"以文明为光，以智慧为炬，联结众心，超越万界，为人类之自由与尊严，为地球之和平与繁荣，鸽姆愿以东方文化之魂，铸造人类文明之未来！"

"With civilization as light and wisdom as flame, Uniting hearts, transcending realms, For the liberty and dignity of humanity, For the peace and prosperity of Earth, GG3M, with the soul of Eastern culture, Vows to forge the future of human civilization!"
