解决办法：

Go to Start > Control Panel > Add/Remove Programs
Locate the IBM Rational ClearCase program and click the Change option.
When the ClearCase installation Wizard window appears select Next.
You will be prompted to either Modify, Repair, or Remove the application. Select Modify and click Next.
When the Custom Setup window appears, select IBM Rational ClearCase Client for VS .NET. Expand the option and ensure that you select, This feature will be installed on the local hard drive.

Click Next.
The Ready to Modify Program window will appear, click Install.
After the installation is completed, select Finish.
