这是由于过多文件没有license造成的，当文件数量少的时候，自己添加相应的证书，就是在第一行添加一下注释：

方案二：

检查插件中是否有

                <plugin>
                    <groupId>org.apache.rat</groupId>
                    <artifactId>apache-rat-plugin</artifactId>
                    <version>0.13</version>
                </plugin>

没有就添加，然后在执行命令的时候加上maven参数 -Drat.numUnapprovedLicenses=2000 ，2000是一个大于无证书文件的数，本例中是1305。

比如：

mvn clean -DskipTests -Drat.numUnapprovedLicenses=2000 install
